Social transport service

The purpose of the service is to enable a disabled person whose disability prevents the use of a personal or public transport vehicle to use transport that meets his/her needs to travel to the necessary destinations. The service is provided to persons whose social welfare department of the place of residence has identified the need for assistance and assigned the corresponding assistance and the right to use the service. Tallinna Linnatranspordi AS offers regular and occasional transport services.

Regular transport service

The regular transport service enables a disabled person whose disability prevents the use of a personal or public vehicle to use the transport necessary for the journey to the necessary destinations. In the case of regular transport service, a vehicle adapted for the transport of disabled people passes a certain route (transport line) in the administrative territory of the city of Tallinn at certain times. The volume of the regular transport service for one user is up to twice a day.

If the service user needs the service not only for travel to work or to an educational institution but also for travel to a welfare institution, the volume of the service is up to four trips per day per user. The user of the regular transport service registers each journey with an electronic travel card. The regular transport service is free of charge for the user. To apply for the regular transport service, please submit the application in the Tallinn City Social Transport Service Information System environment https://sotsiaaltransport.tallinn.ee/login or contact the social welfare department of your district.

Occasional transport service

An occasional transport service is a service in which the place of departure and destination and the time of the journey are determined, and the vehicle is selected based on the needs of the service user. The person has the right to use the occasional transport service if the Social Insurance Board has identified that the person has a severe or deep disability and the disability prevents the use of a personal or public vehicle and if the person is at least three years old and has been entered in the population register as the resident of the city of Tallinn and as a resident, and 1) has an impairment of movement, vision or mental function, and 2) needs a service for an individual trip to a health care or welfare institution or for the use of public services.

The user of the occasional transport service registers each trip with an electronic travel card. Occasional transport services are provided both in the administrative territory of the city and elsewhere to a destination in Estonia or back. To apply for the occasional transport service, please submit the application in the environment of the Tallinn City Social Transport Service Information System https://sotsiaaltransport.tallinn.ee/login or contact the social welfare department of your area.
